Chapter 1 General Provisions
Article 1
These Constitution Enforcement Bylaws are established in addition to items established
in the
Constitution in relation to operation of the Japanese Gastroenterological Association.
Chapter 2 Purpose and Activities
Article 2
The Association shall hold general assemblies, research assemblies and other
assemblies for the
announcement of research as scientific assemblies established in Article 2-1
of the Constitution.
(2) The general assembly shall be held on a national scale once a year.
Article 3
The Association shall issue an institutional journal as established in Article
2-2 of the Constitution.
Article 4
The Association shall hold lectures and seminars as physician supplementary
education
programs established in Article 2-3 of the Constitution.
Article 5
The Association shall hold courses and lectures and implement specialist
certification testing as
the specialist certification and training activities established in Article
2-4 of the Constitution.
Article 6
The Association shall hold international symposia and other research
assemblies as international
cooperation activities established in Article 2-7 of the Constitution.
Article 7
The Association shall hold cooperative activities with related domestic
research groups,
instruction in clinical tests (phase IV) for pharmaceuticals, and
other operations decided by the
board of directors as activities established in Article 2-8 of the
Constitution.
(2) Phase IV clinical tests shall be carried out based on rules established
separately.
(3) Items related to ethics shall be established in separate rules.
Chapter 3 Accounting
Article 8
Accounting for the Association shall be carried out according to intermediate
corporation
accounting standards and be audited by certified public accountants.
Article 9
Budget composition and financial statement preparation shall be carried out
by the finance
committee.
(2) The finance committee shall propose a budget necessary to
carry out activities noted in Article
1-2 of the Constitution, considering requests by the various committees.
Chapter 4 Officers
Article 10
The Association shall have officers (directors, auditors) as established in
Article 24 of the
Constitution to fulfill the purposes and execute activities established in
Article 2 of the
Constitution.
Article 11
Candidates for officers shall be selected by the human resources committee
according to
separately established selection criteria, and elected by the Board of Directors.
Article 12
Officers (chairperson, directors, auditors) shall have terms of office lasting
two years for a
maximum of three terms. As a rule, auditor terms of office shall last four
years for a maximum of
two terms.
(2) Officers shall retire as of the employee general assembly after their
67th birthday.
(3) The chairperson?fs term of office is limited to three terms after taking
office. However, the
chairperson shall not be reappointed if over retirement age or if less
than two years remain in the
term of office.
Chapter 5 Advisors, Honorary Members, and Meritorious Members
Article 13
Advisors shall be recommended by the Board of Directors and Board of Trustees.
Chapter 6 Board of Trustees
Article 14
Association Board of Trustee candidates nominated by officers shall be reviewed
by the human
resources committee according to separately established selection criteria, and
approved by the
employee general assembly after Board of Directors resolution.
(2) Trustees?f term of office shall be five years, and reappointment shall not
be prevented.
(3) Trustees shall retire as of the employee general assembly after their 65th
birthday
(4) Trustees at the time of the Association?fs establishment who are over 65 years
of age at the
first employee general assembly shall retire as of the employee general assembly
after their 67th
birthday.
Chapter 7 Chairperson of Annual Congress, etc.
Article 15
Candidates for Scientific Congress (Annual Congress) chairperson shall be selected
by the
human resources committee according to separately established Scientific Congress
rules and
selection criteria, and approved by the employee general assembly after Board
of Directors
resolution.
(2) The elected chairperson shall be commissioned by the chair of the board
of directors.
(3) The chairperson shall take on duties related to Scientific Congress, etc.,
and assume
responsibility for those.
Chapter 8 Suspension
Article 16
Regular members may suspend their membership in annual terms upon notification
to the
Association. Years of membership suspension are not included in cumulative
membership years.
Chapter 9 Bodies and Committees
Article 17
The Association has the following bodies and committees to execute activities
established in
Article 2 of the Constitution. As needed, committees may set up subcommittees,
working groups,
etc. as subordinate organizations.
Executive Planning Division
General Affairs Committee
Finance Committee
Rules Committee
Future Planning Committee
Human Resources Committee
Information Committee
Scientific Planning Division
Scientific Planning Committee
International Exchange Committee
Association Journal Committee
Specialist System Committee
Association Award Screening Committee
Each committee shall consist of a director in charge and committee members.
The director in
charge serves as committee chairperson (moderator), and an assistant chairperson
may be
assigned as needed.
(2) Committee member candidates shall be selected by the human resources
committee
considering the opinions of the director in charge and committee chairperson,
and elected by the
Board of Directors. However, the person appointed shall be reported to
the Board of Trustees.
(3) The elected committee members shall be entrusted by the chairperson
of the Board of
Directors.
(4) Committee members?f term of office shall be two years, and as a rule
serve a maximum of
three terms, or six years.
(5) The term of office for committee members?f at the time of the Association?fs
establishment shall
be three years: the first year of establishment plus the next two years.
Article 18
The chair of the Board of Directors or the board of directors may set up
an enquiry committee with
a set period of operation.
Chapter 10 Membership Dues
The Association shall establish membership dues as follows according to Article
11 of the
Constitution.
- Regular members
9,000 yen (general member)
9,000 yen (international member)
9,000 yen (employees and above)
- Supporting members
600,000 yen (supporting member A)
400,000 yen (supporting member B)
200,000 yen (supporting member C)
Discretionary (supporting member D)
9,000 yen (general supporting member)
Membership dues are waived for advisors and honorary members. Membership dues
are waived
during membership suspension
(2) Individuals other than physicians and researchers who endorse the purpose
of this Association
may join as general supporting members. Membership dues for general supporting
member shall
be the same as regular members.
(3) Membership dues must be paid in one lump sum by the Association?fs employee
general
assembly for that year.
(4) If dues are not paid by the deadline noted in the item above, the association
journal will no
longer be sent from second months following the deadline.
(5) Those who default on membership dues will no longer continue to be members
if the unpaid
dues are not paid.
Chapter 11 Secretariat Staff
Article 20
A secretary general shall be assigned as the person responsible for controlling
the secretariat.
The secretary general shall be appointed by the chair of the Board of Directors.
Article 21
If shall the secretary general is absent, the assistant secretary general
shall act as proxy for those
duties.
Article 22
Staff work regulations are established separately.
Chapter 12 Supplementary Rules
Article 23
These enforcement bylaws can be changed by decision of the Board of Directors.
Article 24
These enforcement bylaws come into effect on May 29, 2004
